Cosmetri is the clearest example of the second: its published US FDA services cover product listing, facility registration, US Agent and adverse event management with MedWatch 3500A output. Formulator Online and CM Studio+ screen US requirements as software. Federal coverage alone is a partial answer, because California (Prop 65, AB-2771) and Washington State (Toxic-Free Cosmetics Act) restrict ingredients further, and retailer clean standards restrict further still with no legal force at all.
MoCRA gave the FDA real authority over cosmetics for the first time in eighty years, and turned a set of voluntary practices into obligations: register the facility, list every product and its ingredients, hold adequate safety substantiation, keep adverse event records and report serious ones. Most of it is administrative rather than technical, which is why the category divides between software that helps you prepare and services that file on your behalf.
